The story seems fragmented.
The story has sentences that start with the same first two words.
The story looks like it was written by a 4th grade remedial English student.
The story was obviously written by a drunk intern.

The reason the story reads like that is that it's not a newspaper story.
It's a TV news script.
It might even be a transcript.
They're written like that.
But if you read them aloud, they sound pretty decent.
They do read like 4th grader write them.
Since they go on TV, and are read by reporters, that's probably not a surprise.
As for the naked man stealing a bus: I'm surprised that even made the news.

Ive read better written stories to my 4 year old. See spot run. See spot jump. See spot eat a bone. Spot is happy.
It also reminds me of a college story; Mark walking by a building "Thats where my english class is" On the building in big bold capital letters...English as a second language! Later that evening Bruce proofreading Marks english assignment...."Tony do you use verbs?"
You just can't keep "The Man" down.
